    • Guthrie Public Schools special services department is committed to providing a free appropriate public education (FAPE) to students with special needs.  This is accomplished by working collaboratively with parents, teachers, and community agencies in order to offer effective support to students with disabilities.  We strive to ensure the rights and protection of children with disabilities while empowering them with the tools necessary to become productive members of society as appropriate to the individual.
    • Guthrie Public Schools will follow the policies and procedures as set forth by the Oklahoma State Department of Special Education. 
    • Guthrie Public Schools will provide full educational opportunity to all eligible children with disabilities, aged 3-21, who are legal residents of the LEA or are provided special education and related services pursuant to current Oklahoma State law regarding residency and transfers (70 O.S. 1113 and 70 O.S. 8101.2), in accordance with 34 CFR 300.109 and the "Policies and Procedures for Special Education in Oklahoma, amended 2010".
